Nineteen of Daniil Medvedev's twenty-one titles have been won on hard surfaces
A comeback the Russian player claimed his initial trophy for over two years with victory over Frenchman Moutet in the tournament title decider.
The Russian, a ex- number one, has experienced a difficult year, managing just one match at the major tournaments and suffering a meltdown at the US Open.
His unpredictability on the tennis tour - and struggles with his service game in especial - caused him dropping out of the top ten and finally separating with long-time trainer his previous coach.
Currently training with Johansson and Goetzke, the tennis star has gradually progressed in the past month - culminating in a hard-fought 7-5 4-6 6-3 win over challenger Moutet.
This marks Medvedev's first trophy after the Italian tournament and initial on a hard surface since that period of that year.
Success also signifies he has won 21 titles at 21 different competitions.
"For the first time I have attended a tournament with my both daughters at once, so to secure a title is really nice," stated ranked player the champion.
"This title is in dedication of my second daughter Victoria, because the first title I got when my first daughter my daughter was born was for her."
Medvedev, the former major winner, had been defeated in his last six title deciders, featuring in the German tournament earlier this year.
Medvedev's counter-punching approach and frequent reactions on the tennis court had caused some to doubt if his ability to perform at the elite level was finished.
However the athlete has made changes in the past month, attempting to approach the net and perform assertively, backed up by an enhanced serve.
He came back from a deficit in the initial set against the difficult Frenchman, taking 4 of the concluding five games to go ahead.
Both players exchanged breaks in the following set before the Frenchman, bidding for his initial ATP Tour championship, gained dominance to create a decider.
Moutet rescued four initial break points in a competitive final set before Medvedev secured a break to fifteen to secure the win.
Appropriately, Medvedev earned the win with a shot at the front of the court, with Moutet unable to manage a volley after two hours and 38 minutes.
