Sheffield Wednesday Faces Serious Challenges, Declares New Football Authority

'We are going to be a part of football's future' - football oversight chief David Kogan

The Championship club's ongoing struggles are seen as a "serious issue" and the football regulator is looking to gain the ability to examine team situations in comparable cases, the newly appointed chairman the regulator has stated.

During an extensive discussion, the chairman, who was recently selected, showed understanding towards Wednesday's fanbase.

The regulator engaged with four fan organizations connected to the football team this week.

The team have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on multiple instances, including in the autumn.

"Evidently Wednesday represents a significant problem for EFL and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the iconic names for English football and recently we have met fan representatives.

"We are seeking authority... which will enable us to take Wednesday and comparable cases submitted for our review if they warrant scrutiny and dealt with."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the current owner stated during the off-season he would be open to selling the club at their home ground, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in March and May resulted in restrictions being imposed by the football authorities in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The regulator explained: "Our role exists to serve the supporters of Wednesday, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in many cases.

"I completely understand Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the fans themselves."

Inquired if the oversight body could require an proprietor to divest a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the authority would rather to work with them.

"Our least desirable course of action is begin intervening in an individual club, an particular chairman, without being able to work with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their teams and eventually don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

The regulator engaged delegates from multiple organizations to lay out the remit of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because if we get it wrong, if the sport makes errors, the significant advances achieved necessary will vanish rapidly," the chairman stated.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has been invested for the last 20 or 25 years, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I completely endorse the prosperity and expansion as an commercial operation of the elite league.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of the nation. But concurrently, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he disclosed making donations to the Labour Party in the past.

The 68-year-old provided financial support for government minister the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any sort of politics."
